Vietnam is expected to supply nearly 75,000 tons of coal for electricity production in 2024

The Ministry of Industry and Trade has just issued Decision No. 3111/QD-BCT approving the coal supply chart for electricity production in 2024. Accordingly, investors of coal-fired power plants are responsible for arranging 74,307 thousand tons of coal to supply electricity production in 2024.


Of these, the designed factories use about 26,084 thousand tons of imported coal. Types of coal supplied to each factory are implemented according to the coal purchase and sale contract in 2024.

Responsibilities of Coal Thermal Power Plant Investors


Coal thermal power plant investors strictly and effectively carry out the tasks assigned by the Prime Minister related to the supply of coal for electricity production according to Directive No. 29/CT-TTg dated December 2, 2019 to ensure sufficient and stable supply of coal for electricity production in 2024 and following years; Take full responsibility for arranging legal coal sources with technical specifications consistent with the plant's technology (except for BOT thermal power plants using domestic coal whose coal supply contracts are guaranteed by the Government).


Regularly update the plan for power supply and operation of the national power system to promptly adjust the coal source preparation plan; Ensuring sufficient and stable supply of coal for the plant's operations throughout its existence with competitive and effective coal prices. In no case should there be a disruption in the coal supply source and a coal shortage for electricity production.


In addition, responsible for arranging the entire coal volume over the 2024 capacity of Vietnam Coal and Mineral Industry Group and Dong Bac Corporation; Diversify imported coal sources to ensure enough coal for the plant to operate stably, reliably, and safely, meeting the requirements of the 2024 Power Supply and Operation Plan of the National Power System.


Enhance effective coordination; Carry out the contract well according to the principle of all for common goals, for the benefit of the nation. Fully prepare and ready coal transportation and receiving infrastructure to meet regulatory requirements and suit the needs of receiving and using coal for electricity production; Ensuring sufficient coal reserve volume according to norms, consistent with coal warehouse design and meeting the electricity mobilization plan announced monthly by the National Power System Dispatch Center, ensuring operational efficiency of the factory.


Regularly update and closely monitor the power system operation plan announced by the National Power System Dispatch Center on a daily, weekly, monthly, quarterly, and annual basis; In case sudden changes affect coal loading for the plant.


For thermal power plants using mixed coal, the plant investor organizes experiments to measure technical and economic lines corresponding to each type and combination of input coal of the generating set to calculate fuel consumption. materials and determine the optimal coal mixing ratio, ensuring equipment longevity, stability, safety, and efficient operation of the unit, and meeting environmental requirements according to regulations.


Responsibilities of TKV and other coal suppliers


Vietnam Coal and Mineral Industry Group, Dong Bac Corporation, and other coal suppliers strictly implement the tasks assigned by the Prime Minister in Directive No. 29/CT-TTg dated December 2, 2019. 2019; coordinate with coal-fired power plant investors to urgently complete the signing of the 2024 coal purchase and sale contract; Provide adequate and continuous coal supply, ensuring volume, quality, correct type, and delivery schedule to factories according to the terms of the signed Contract.


Strictly implement other commitments in the signed contract and take full responsibility if not providing enough coal according to the signed commitment, leading to a coal shortage for electricity production. Develop and organize the implementation of monthly and quarterly coal supply plans by weather developments and electricity production plans of each plant to ensure stable and continuous supply, with sufficient volume and on-time—type of coal for each plant according to the terms of the signed Contract.


Actively improve the capacity of coal production, import, processing, and mixing; Develop and promulgate coal mixing plans/processes to ensure compliance with each type of coal included in the blend and the coal quality requirements used by each coal-fired power plant; Prepare enough coal sources (domestic production, import, mixing) and prepare good infrastructure for transit and coal reserves to contribute to ensuring sufficient, stable and long-term supply of coal for Thermal power plant according to the signed contract.


Before March 20, 2024, Vietnam Coal and Mineral Industry Group, Dong Bac Corporation, and other coal suppliers will report to the Ministry of Industry and Trade detailing coal supply scenarios for power production during the Peak dry season month of 2024.


Declare the price of coal sold for electricity production according to the Price Law and other relevant legal provisions, and take responsibility for the accuracy of the declared price.


Regularly monitor and update the coal use situation of thermal power plants. In case there are sudden changes that affect the coal supply to factories, promptly report to the Ministry of Industry and Trade for consideration and direction.


Timely resolve problems arising in supplying coal to power plants


The Ministry of Industry and Trade assigned the Department of Electricity and Renewable Energy to promptly resolve, according to its authority, problems arising related to the supply of coal to thermal power plants; Preside and coordinate with relevant units to promptly handle issues related to BOT coal-fired power plants.


The Electricity Regulatory Authority monitors the electricity supply situation of the national electricity system; and Direct the National Power System Dispatch Center to publish information on mobilization plans for the next month and the remaining months of 2024 so that coal-fired power plant investors can update and prepare appropriate coal sources.


The Department of Petroleum and Coal regularly monitors and updates the coal supply situation for electricity production in 2024; In case any problems arise that affect the supply of coal to thermal power plants in 2024, promptly report to the Ministry of Industry and Trade for consideration and direction; Preside and coordinate with the Electricity Regulatory Authority to periodically review and update the coal supply chart for electricity production in 2024 by the actual situation.


Report to the Ministry of Industry and Trade before December 31, 2023, on the results of signing coal purchase and sale contracts for electricity production in 2024, including contracts/commitments to import coal for electricity production in 2024.
