Vietnam’s GDP target for 2026: National assembly sets growth goal of 10% or higher

On the morning of November 13, during the 10th session of the National Assembly, lawmakers approved the Resolution on the 2026 socio-economic development plan, which sets an ambitious target:


  • GDP growth of at least 10%, and

  • GDP per capita reaching USD 5,400–5,500.


Electronic voting results showed that 429 out of 433 participating delegates voted in favor, equivalent to 90.51% of all National Assembly members. The plan emphasizes establishing a new growth model, with science–technology, innovation, and digital transformation serving as the primary driving forces.

It marks the 14th National Party Congress, the election of the 16th National Assembly and local People’s Councils for the 2026–2031 term, and the first year of implementing the 2026–2030 Five-Year Socio-Economic Development Plan — a period in which Vietnam aims to enter a new era of prosperity, strength, and national advancement.


Priority will be given to boosting economic growth while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances. Vietnam will accelerate the development and synchronisation of its institutional framework, promptly addressing bottlenecks to unlock and mobilise all available resources.


The Resolution emphasises the need to quickly stabilise the organisational apparatus and build a streamlined, efficient, and effective public administration system.


Vietnam will also enhance strategic autonomy and implement a new growth model centred on science–technology, innovation, and digital transformation, while improving productivity, quality, resilience, and overall competitiveness.


The country aims for comprehensive and breakthrough improvements in socio-economic infrastructure and effective utilisation of new development spaces.

Focus areas include developing high-quality human resources; ensuring cultural and social development aligned with economic progress; guaranteeing social welfare; and improving living standards.


Vietnam will remain steadfast in its efforts to fight corruption, waste, and wrongdoing; strengthen policy communication (“promoting the positive to repel the negative”); build public trust; and enhance consensus through effective mass mobilisation.


National defence, security, independence, and sovereignty will be firmly safeguarded, while foreign affairs and global integration will continue to deepen substantively and effectively.

To achieve the targets set for 2026, the National Assembly requests the Government and relevant agencies to effectively implement 11 major tasks and solutions:


  1. Continue prioritising economic growth while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances, public debt, and the budget deficit remain within approved limits.

  2. Improve and synchronise the legal and institutional framework, promote strategic breakthroughs, renew policy thinking, enhance law enforcement effectiveness; streamline and simplify administrative procedures; improve the business and investment environment; and tighten discipline—especially in anti-corruption, anti-waste, and anti-misconduct efforts.

  3. Further refine regulations on the state administrative apparatus, ensuring an efficient, modern, and well-functioning system that supports development.

  4. Establish a new growth model driven by science and technology, innovation, and digital transformation; promote economic restructuring; and accelerate industrialisation and modernisation.

  5. Invest heavily in strategic, modern, smart, and interconnected infrastructure—especially key national transport projects, railways, international airports, seaports, energy systems; and promote major regional-linkage projects, large urban infrastructure, and digital infrastructure; update planning to fit the new context.

  6. Develop high-quality human resources, particularly in priority, emerging, and high-tech sectors; and create breakthroughs to strengthen scientific research, technological innovation, and digital transformation.

  7. Promote cultural industries, ensure social progress and equity, and improve the material and spiritual well-being and health of the people.

  8. Manage and use natural resources efficiently; enhance climate-change response capacity, disaster prevention, and environmental protection; reduce pollution; and harmonise economic development with sustainability goals.

  9. Strengthen national defence and security, maintain political stability, public order, and social safety; create a peaceful, stable environment for development and international integration. Promote breakthroughs in defence and security industries toward self-reliance, dual-use capability, and modernisation.

  10. Strengthen foreign affairs and international integration, promote economic diplomacy — with a focus on technology diplomacy; deepen multilateral diplomacy; and proactively contribute to shaping global governance and addressing global challenges.

  11. Improve communication and public outreach, inspire innovation, and enhance social consensus; strengthen mass mobilisation to build unity and public trust.
