Ho Chi Minh City plans to have 14 new industrial parks

Ho Chi Minh City has just announced a plan to develop 14 new industrial parks (IPs) with a total area of ​​3,833 hectares, focusing on high technology and the green economy. This is a breakthrough to restructure the industry and improve competitiveness in the 2021-2030 period, with a vision to 2050.

According to information from the Ho Chi Minh City Export Processing and Industrial Zones Authority (HEPZA), the city will maintain its existing industrial land fund but strongly transform towards high technology, digital economy, and circular economy. Resource-intensive, low-value-added industries will gradually be replaced by environmentally friendly sectors applying modern technology. HEPZA is piloting the conversion of 5 old industrial parks (including Tan Thuan, Hiep Phuoc, Tan Binh, Cat Lai, Binh Chieu) into high-tech, ecological industrial parks, combining urban - service and logistics centers. This move reflects the inevitable trend when Ho Chi Minh City faces the problem of infrastructure overload, labor and outdated technology after more than 30 years of development.

The 14 new industrial parks will be implemented in 3 phases: 2025–2027: Construction of 4 industrial parks Pham Van Hai I, Pham Van Hai II, Vinh Loc 3, Nhi Xuan; 2027–2030: Development of 5 industrial parks An Phu, Trung An, Le Minh Xuan 4, Pham Van Hai III, Hiep Phuoc 3; 2030–2033: Completion of the remaining 5 industrial parks in Tan Phu Trung and Binh Khanh.


These industrial parks will apply smart, modern models, specialized zoning, and production chain linkage to reduce logistics costs and attract technology enterprises. Ho Chi Minh City will also promote regional linkages with Binh Duong and Ba Ria – Vung Tau to expand development space.


At the conference announcing the planning, many enterprises proposed that new industrial parks need to invest in synchronous infrastructure such as electricity, water, housing, schools, and hospitals to meet the needs of experts and workers. At the same time, the city needs to prioritize clean technology, high value, and limit polluting or labor-intensive industries.


Regarding capital, Mr. Nguyen Quang Thanh (Deputy General Director of HFIC) said that Ho Chi Minh City supports a maximum loan interest rate of VND 200 billion with a preferential period of 7 years for enterprises in the high-tech industrial park and Quang Trung software park.


Vice Chairman of Ho Chi Minh City People's Committee Vo Van Hoan emphasized: "Ho Chi Minh City's industry is reaching its limit due to the outdated old model. Existing industrial parks must be converted immediately, we cannot wait until the end of the project term. If we delay, we will lose our competitive advantage domestically and internationally."


With the new planning, Ho Chi Minh City hopes to create momentum for the development of green-smart industry, becoming the leading digital economic center of the country. However, success depends on the feasibility of infrastructure solutions, capital, and the initiative of enterprises.
